Early this year, I recommended all aspirants to clear the PMP Exam before June 30, to avoid the "beta-testing" period of the new exam in its first 3 months. This period usually is an uncertain period where the new exam is being tested on aspirants and the time where the passing grade is also being adjusted.
When announcing the new exam in early 2005 (PMBOK 3rd ed at that time), PMI upgraded the passing rate to 81% from a lower 69%. In late 2005, PMHI have to drop passing grade drastically from 81% to 61%, after protests from PMI REPs due to high percentage of failures. Those who were declared FAILED previously, suddenly pass the exam. This year, the numerical passing rate was out of our radar screen, this is no more known to the aspirants. PMI has less problem to deal with - there is only PASS or FAIL.
